Welcome to the national website of the planned Free City of Panagua, "the ninth successor state of Yugoslavia".

Small political entities function better than large ones. This is a scientifically demonstrable fact that has been extensively studied by, among others, the Austrian-American economist, political scientist, and jurist Professor Leopold Kohr (1909–1994). Even a cursory glance reveals that microstates and city-states such as Singapore, Monaco, San Marino, and Andorra are characterized by political stability, prosperity, low crime rates, and a high quality of life.

Yet even within large states, particularly those organized along federal lines, one can observe a sometimes extreme disparity between regions with high population densities and those with low ones. This contrast is especially evident in the United States of America. Naturally, major cities have their merits, such as a vibrant cultural scene and diverse professional opportunities. At the same time, however, these large cities are veritable hotbeds of violent crime, loneliness, madness, drug addiction, housing shortages, environmental pollution, and political instability. In contrast, there are rural areas in America where people live together peacefully, harmoniously, respectfully, and in a spirit of good neighborliness, areas with virtually no crime and where all citizens are directly involved in the political decision-making process. The divide between major cities and rural regions could not be greater; in key respects, the difference is actually more profound than that between two separate nations.

Many people suffer from the problems associated with big-city life. An increasing number of people feel deep down that living in cramped quarters, anonymously packed together with far too many others, runs diametrically counter to human nature. The urban way of life is destructive. Rather than allowing themselves to be dragged into the abyss by the destructive dynamics of city life, more and more people are seeking alternatives. The global ecovillage movement represents the lived, practical expression of these hopes and aspirations. It fills us with joy and confidence to see the number of ecovillages constantly growing.

Let us travel back to antiquity, to the period immediately following Gaius Julius Caesar’s Commentarii de Bello Gallico, and, more specifically, to Brittany. There, a small village supposedly existed. It was a small village that operated as an independent city-state, or rather, an independent village-state, free from the rule of the Roman Republic. This small village has achieved worldwide fame thanks to a well-known French comic book series. This tiny, independent ancient village in Brittany serves as a wonderful example of how a small community can function and, above all, of how every individual within such a community possesses intrinsic value as an equal member. Everyone is unique; no one is better or worse than the others.

We aren’t promising a "Singapore 2.0," a "Monaco 2.0," or a "Liechtenstein 2.0" here, though, of course, we draw positive inspiration from those examples. We aren’t billionaires. We aren’t millionaires. What we’re doing is a "low-budget" project, driven by passion and commitment, but without big money. What we can realistically tackle in Panagua is the idea of ​​first establishing an eco-village. Who knows where the journey might take us from there? After all, Rome started out as a small village, too. But for now, we want to set aside any unrealistic pipe dreams and focus on what is actually feasible. An artists' colony once existed on the site of Pocket 1. We want to build on that legacy and develop Panagua as an eco-village to start with. In fact, Panagua is already something of a hidden gem for camping and fishing. "Pocket 1", situated as terra nullius between Croatia and Serbia, does exist. For instance, in a documentary by the Franco-German broadcaster ARTE, a scene filmed at the Danube Swabian Museum in Apatin clearly shows the territory of Pocket 1 on a map.

Pocket 1 constitutes the territory of Duckionary. It is terra nullius, and Duckionary holds the strongest claim to it. Period. Yet, the question of independence is not the most pressing issue. Our ideal is a Europe of regions, a Europe that is united yet strongly decentralized. We aim to build an ecovillage in Panagua not in opposition to, but in cooperation with, our Croatian and Serbian neighbors. This has been Duckionary’s strategy regarding Pocket 1 and Panagua from the very beginning: a cooperative approach rather than a confrontational one. Even before Liberland could begin settling Gornja Siga/Liberland in August 2023, we had already secured official permission from Croatian authorities, via email, to enter the territory of Pocket 1/Panagua. We were instructed to carry an identity card or passport. The Republic of Croatia is a member of the European Union and the Schengen Area; consequently, EU citizens can generally move about the country without restriction. The fact that we were required to carry an identity card or passport effectively amounts to an admission by the Croatian side that Pocket 1/Panagua is not, in fact, Croatian territory, but rather terra nullius (or, from the Croatian perspective, Serbian territory).

How can the development of our ecovillage actually be carried out? Naturally, much more would be possible if people were to donate generously to our project. Yet, a great deal is already achievable. During bilateral talks at the Liberland Ark Village in Apatin, Serbia, in August 2025, the President of Liberland personally invited us to establish a physical diplomatic mission for Duckionary within the territory of the Free Republic of Liberland. Anyone interested is cordially invited to take on this task as a true Duckionary pioneer and become part of the team at the Representative Office of the Parliamentary Monarchy of Duckionary to the Free Republic of Liberland.

Life in Gornja Siga / Liberland is currently tough, but it is also very beautiful there, especially in the summer. As things stand now, the representative office there would likely be a tent or a treehouse. But it would certainly be a major step forward. 

At the same time, of course, adventure travelers and true Danube pioneers are free to explore and open up Pocket 1 / Panagua in their own way. When we were there in August 2025, we could clearly see evidence of camping and fishing in Pocket 1 / Panagua. Later, from the Danube, we were also able to spot hikers in Pocket 1 / Panagua. You can rent holiday homes in Zeleni Otok at a reasonable price. Zeleni otok is an ideal base for expeditions to Panagua. That is exactly what we did in August 2025. Vacationing in Zeleni Otok is a great way to explore Panagua more thoroughly and to build friendly connections with the local population.

 

Another option is to lobby for our project within Croatian politics and society. Around 19 different parties are represented in the current Croatian Sabor (parliament). This opens up many opportunities to find political allies for Panagua. There are also networks of ecovillages. We could get involved in them and connect with other ecovillage projects. Some ecovillages even receive financial support from public funds, such as those from the European Union. After all, ecovillages, serving as practical experimental laboratories for a more sustainable and environmentally friendly lifestyle, are far from being the eccentric pipe dreams they once were; instead, they are gaining increasing recognition by the mainstream. We cannot make promises, we cannot offer guarantees, and we cannot assume any liability. That is honest. That is authentic.
