Project-Based Self-Management instead of Bureaucracy
The Free City of Panagua, our proto-state and capital city of the Parliamentary Monarchy of Duckionary, will be as free as possible from the plague of buerocracy. Bureaucracy is inefficient, inflexible, oppressive, expensive and it fosters corruption. We don't need anything like that. Neither in the public nor in the private sector. In Panagua, every citizen should have the opportunity to develop freely and contribute positively to the social and economic development of the state.
Therefore, with the exception of court offices at the Archducal court, ministerial posts within the Archducal cabinet, the diplomatic corps, and ranks within the security forces, there will be no formal rank system; instead, state administration and the local economy are to be managed by the citizens themselves. The aforementioned exceptions serve primarily to uphold tradition, maintain credibility as an international partner, and ensure international recognition as well as national security. To facilitate foreign investment, exemptions from self-management requirements are also to be made available to foreign companies. However, within the Duckonian branches of such foreign enterprises, the election of a works council by the employees is at least provided for and in any case permitted with said council holding a right of co-determination regarding working conditions.
If someone works as a self-employed freelancer, for example, as an architect, medical doctor, plumber, or consultant, that is, of course, also possible. In that case, the self-employed individual is, in a sense, a one-person management committee. Employees are to have the opportunity to contribute actively to local business operations. The management of a local enterprise is the responsibility of its respective management committee. In small local businesses, this management committee comprises all employees; in larger ones, it is elected and overseen by the company’s general assembly, which in such cases consists of the entire workforce. There should be no bureaucrats in state administration. Instead, administrative tasks should be carried out using a project-management approach by volunteers, who perform their duties as decentrally as possible within citizens' committees. A good practical example of a committee embodying this concept of self-management is the Committee for the Establishment of the Paweł Brzostowski University of Applied Sciences.
Has such an approach ever been tried? Marshal Tito’s long-term vision for Yugoslavia was something similar. Approaches were indeed implemented in the economy, but this development was ultimately cut short in favor of crony capitalism with the outbreak of the Yugoslav Wars in 1991, derailed by unscrupulous regional party bosses, the scourge of nationalism, and a completely failed neoliberal austerity policy that was also imposed from the outside. However, at least in Slovenia, a law came into force in early 2026 that once again makes self-management in the economy a viable option for corporate governance. Free Cities projects are often accused, particularly by the political left, of seeking to establish uncontrolled rule of the wealthy. We are doing the exact opposite. In no other state in the world will there effectively be such a degree of equality AND liberty as in the Free City of Panagua, even though, or perhaps precisely because, Duckionary is a monarchy. The Archduke is the incorruptibile guarantor of equality and liberty. The wise judge who upholds a fair settlement and the balance between the interests of all people.
